Judge Carolyn K. Fulmer
Judge Fulmer received her B.A. degree in English, with honors, in 1969 from the University of South Florida; her M.S.Photo: Judge C. Fulmer degree in higher education, with honors, in 1970 from Florida State University; and her J.D. degree, with honors, in 1975 from Florida State University.
Following law school, she served as assistant county attorney for the Polk County Board of County Commissioners until she was appointed to the county court of Polk County by Governor Bob Graham in 1981. In 1983 Governor Graham appointed her to the circuit court of the Tenth Judicial Circuit where she served in every division. She was appointed to the Second District Court of Appeal by Governor Lawton Chiles, Jr., for a term beginning January 4, 1994.
As a circuit judge, she served as a member of the Florida Court Education Council, co-chair of the Education Section of the Florida Conference of Circuit Judges, director of the Florida Judiciary Mentor Program, editor-in-chief of the Trial Judge's Bench Manual, and as a faculty member of the Florida Judicial College. She has served on numerous legislative and supreme court study commissions, The Florida Bar Criminal Procedures Rules Committee, the Executive Council of the Criminal Law Section, the Appellate Law Section, and The Florida Bar Foundation. Judge Fulmer served as co-chair of the Judicial Management Council's Communication Committee and also on the Florida Courts Technology Commission. She has also served as chair of the District Courts of Appeal Budget Commission.
Her civic activities have included: Junior League of Greater Lakeland Board of Advisors; League of Women Voters; Peace River Center for Personal Development Board of Advisors; Lakeland Regional Medical Center Community Counselors; University of South Florida National Alumni Board; Polk Museum of Art; Polk Theatre Board of Trustees; Leadership Lakeland program as a member of class XII, chair for Law Enforcement/Judicial System Day and Chair of class XIX; Women in Philanthropy.
Judge Fulmer was born in Jacksonville, Florida, in 1947. She has two children.
